The Horse merchant sells Horses. You can only buy horses after finishing the quest Stable Story, but VIP's can buy one at any level if they have the money to buy one. Each horse costs 24 Emerald Blocks and only comes in brown(Tier 1). At the VIP Town you can buy a black horse(Tier 2) For 64 Emerald Blocks.
